Set four years after the end of the eighth season, President Heller (William Devane) is on a state visit to London when news reaches CTU Director Steve Navarro (Benjamin Bratt) that Jack Bauer (Sutherland) has also surfaced in the city. Putting all his efforts into apprehending Jack, Navarro refuses to listen to the former agent's grounds for being in London. While Jack tries to explain that he has reason to believe there is an assassination attempt being planned on the life of President Heller, Margot Al-Harazi (Michelle Fairley) starts her preparations for taking over six US drones to launch an attack on the President on foreign soil.
