The strategic defence review. Volume 1 : a new chapter

This New Chapter in the Strategic Defence Review comes in the wake of the terrorist attacks carried out last September in the United States. It examines the UK's defence posture and plans, and whether these are still valid against this new development in terrorist action. The review concludes that the SDR as set out in 1998 does not fully cater for threats on the scale of 11 September. That a more proactive defence strategy is needed to combat terrorist activity at its' source, with a co-operative cross-Government and international effort employed to achieve those aims. Also that the additional Spending Review resources should be targeted on effective intelligence gathering, network development, and improving the ability to rapidly mobilise troops and fire power when necessary. A companion document to this (Cm, 5566 Vol. II is also available, which contains supporting information and analysis
