José Padilha writes and directs this Brazilian political thriller, a sequel to his acclaimed 2007 film 'Tropa de Elite'. 13 years on from the events of the first film, Roberto Nascimento (Wagner Moura) has been promoted to the position of Lieutenant in the special forces. When he attempts to overhaul the service and launch a new war on drug crime, he soon finds that the real threat to society comes not from the dealers, but from the corrupt police and politicians who exploit the poor to line their own pockets.
